The World Government has different branches, and the Marines and Cipher Pol are one of them. Simply put, Cipher Pol is the intelligence headquarters of the government. In the pursuit of their objectives, they could sometimes help the Marines if their objectives align. To further explain how organized this unit is, members of Cipher Pol are often seen dressed in corporate white and black looks with a fedora to top it off to show the seriousness of their job and tell them apart from regular soldiers.
The job of this agency is often shrouded in mystery, as it should be. However, what is common knowledge is that the agency is divided into different levels. Cipher Pol agents are grouped from CP1 to CP8. In terms of superiority, the higher an agent is placed, the more the World Government assigns important tasks to them. What is noteworthy, however, is that two additional departments are unofficial. What this simply means is they have the license to harm or kill anyone that may go contrary to the will of the World Government. These unofficial departments are CP9 and CP0. What is different between the two units, however, is that CP0 is the sword ofthe Celestial Dragons; hence, their primary responsibility is to answer to these nobles and carry out tasks assigned to them.

CP5: The Public Face Of Cipher Pol
One could say that the job of this department is in the public eye. Their specialty is unknown; however, the popularity of some of their missions can point fans in the direction of an appropriate description. An example of a mission they embarked on was to retrieve the blueprints for Pluton, the ancient weapon. Similarly, they were tasked with investigating the research Dr. Vegapunk may have made intothe Void Century.
CP6: Support And Enforcement Unit
This is another shadowy unit with unspecified specialties, but their achievements may speak for themselves. They helped assist Lucci with the mission of CP9 at the time with transporting Robin and Franky to Enies Lobby. So far, the only member revealed in the series is an individual named Tom,whom Sanji defeatedin Water 7 during the Sea Train Issue. What fans could keep in mind is that this unit may seem shrouded in mystery, but the fact they are also involvedin the Egghead Incidentsmells like they play a role in high-priority missions.

Their job was simple: to hold Bonney hostage in the hopes of keeping Kuma’s compliance with the Pacifista project. One could infer based on this that their role may be a lot more on the darker side than the two other units below them, showing the manipulative side of the World Government and the sword that achieves their goals.
CP9: The Assassination Unit
Arguably one of the faces of the department, this unit operates in the shadows, contrary to the popularity they have among fans. The CP9 unit isfamous for the Enies Lobby showdown against the Straw Hats. They had the goal of capturing Robin and bringing backthe blueprints to Plutonalso, but they failed due to the intervention of the Straw Hats. Arguably, one could submit that if it were any other crew in the Worst Generations that was in such a position, they may have failed or definitely come out scathed. What is known, however, is the unit has new agents after most of its members have been reassigned to CP0.
CPO: The Aegis Of The World Nobles
Also known as Cipher Pol Aegis Zero, they boast of being the most powerful unit in the whole department. The other units serve the World Government directly, while this specialized unit was born to put the requests of the Celestial Dragons into fruition. They are commonly found in groundbreaking incidents that occur worldwide. An example of their strength is Lucci, who has a somewhat impressive showing in his rematch with Luffy, who has become an emperor. One notable feature is the masks most members of this unit wear. As fans saw in the Wano arc, the mask is a symbol of some sort to recognize them across the series.
