With that being said, the concept of restrictions on quirks through hero licenses can heavily restrict the average citizens and cause them similar harm to what these restrictions were set in place for.
In situations where a non-licensed quirk holder is in danger or under attack, they are legally obligated to refrain from using their quirk to save themselves. Although there could be loopholes around this that could exonerate the average citizen from legal action, this system could be especially counterproductive.
