Laws are a cornerstone of governance inFrostpunk 2, shaping the direction of your city and influencing the lives of its citizens. Much like in the first game, you’ll frequently face decisions about approving or rejecting laws. If you want society to prosper, you need to propose and approve the right laws.
All laws are determined by a vote among delegates from variousFactions inFrostpunk 2. To effectively manage your city, you’ll need to balance competing Faction agendas and skillfully negotiate with your opposition to secure votes. This guide will walk you through the intricacies of approving and negotiating laws inFrostpunk 2.
How To Propose And Approve Laws in Frostpunk 2
First things first, you need to build theCouncil Hallin theCentral District.You’ll unlock the Council and become familiar with the game’s lawmaking mechanics early inChapter 1 in Story Mode, when the Council first debates whether you should stay Captain or not.
After the initialVote of Confidence, you’ll have the opportunity to propose and vote on future laws. For a law to pass, it must get enough votes in the Council. InFrostpunk 2, you canpropose new laws every 10 weeks. To gain approval, you’ll need tosecure at least 51 votesfrom the delegates.
For certain laws, such as those in the Rule category, atwo-thirds majorityis necessary to approve them.
You can propose laws from four categories:City, Society, Survival, and Rule.Once you choose the category, you’ll have toselect at least two topicson which you want to pass a law. Next, click onPropose, and your proposed law will be presented to the Council of Delegates for their consideration. They can either approve or reject your bill.
Each law comes with a progress bar that indicates the chances of your law getting passed. The delegates may either be in favor of or against the law, or undecided and hesitant about voting. To increase your chances of getting the law approved, you canvote for the bill yourselfby tapping on theVotebutton.
How To Negotiate Laws in Frostpunk 2
If you don’t have enough votes to pass a law, you’ll have to negotiate with the different Factions in the Council. Click on theNegotiatebutton and focus on factions with a high number of people who are “mostly hesitant” about the law. These delegates are more likely to be swayed through negotiation. You don’t need to convince everybody to vote, just get enough votes to pass the law.
Some Factions aren’t up for negotiation at all, but those open to negotiation will have specific demands that must be met to secure their votes. Thankfully, you only have tochoose one demandfrom their list. Your promises can influence hesitant delegates within a faction to support your law, and even sway those initially opposed.
