Catching Wumpo will require you to head north to a snowy area called the Astral Mountains. They can be found roaming throughout this icy environment, often in pairs. They can also be found as Alpha Pals inside dungeons in Tundra, where they will usually spawn at level 45. Bringing a similarly leveled Fire Pal (Perhaps Suzaku to take full advantage of its boost to fire damage) should make weakening it enough to catch it a piece of cake.

Wumpo is a pretty versatile Pal, with Transporting 4, Lumbering 3, Handiwork 2, and Cooling 2.
