Expand a Housing District
The first step toward building a Research Institute isexpanding a Housing District. Indeed, while players can place a Building in many of the Districts in the game as soon as they have been constructed, that is not the case with Housing Districts. Build a Research Institute

Furthermore, a new circle will appear in the bottom-right corner, which gives players access to the Idea Tree.
