A Devils power is the result of how much a human fears the concept of this Devil. As mentioned above, Primal Devils such as the Darkness Devil and Death Devil will always remain powerful as many humans still have an instinctual fear of Death and Darkness. However, if humans can overcome this fear, the opposite is also true: the Devils will lose their power. The War Devil was a shell of itself when it first arrived on Earth, but afterthe Chainsaw Man Church Arc, the threat of War allowed it to gain more power.
As mentioned above, all Devils are born in Hell. However, if a Devil is killed in Hell, they will reincarnate on Earth. The same is also true; if a Devil is killed on Earth, they will reincarnate in Hell, and thus, the cycle will continue.
All Devils will take the conceptual form in which humans fear them. The Doll Devil is designed like a Doll with moving parts, and the Bat Devil looks like a bat. However, many other Devils, such as the Mouth Devil or Ear Devil, will take a humanoid form.Concepts such as Famineand Control have humanoid forms on Earth so far.

With that said, they can be in a relationship with other Devils; an example would be the Bat and Leech Devil in Episode 4 of the series. However, at this point, it’s unclear that Devils have reproductive systems to produce children.
In Chapter 176, the War Devil, who resides in Mitaka Asa, refers to the Tank and Gun Devil as her children. As a result, a Devil would be unable to produce children of their own as it would require a concept for humans to fear. It’s likely that an overarching concept, such as one of the Four Horsemen, can give birth or life to a new concept of fear; thus, under her, it would be her children.

The War Devil is known for war, and warfare brings the birth of weapons used for killing, such asthe Gun Deviland Tank Devil. So, these weapons that have been born through her would be her children. In Chapter 176, the War Devil calls her two children, Gun and Tank, who emerge from their hiding place or containment to become her Right Gun Gauntlet and Left Gun Gauntlet.
This confirms that as one of the Four Horsemen, the War Devil can command Devils born under the concept of warfare. Overall, while it’s unconfirmed whether Devils can produce children the traditional way, it’s very likelya powerful Devil, like one of the Four Horsemen, can give birth to new concepts that can be feared by humans. Although humans make these weapons, the manner in which they have been used still strikes fear in them as weapons of destruction.
